First, quite literally: \u201cWho says?\u201d \u201cWho says that?\u201d I think it\u2019s pretty easy to think about the question and say, well, it\u2019s in the news. In the news, a lot of Muslims around the world seem to say that about shari\u2019a. And it seems to come from both lay people and those in authority and government positions.
